How Much Does It Cost to Apply to Germany?
APS, university applications, language tests, visa and documentation: a practical cost guide for Indian students planning to study in Germany.
Applying to Germany does not necessarily require lakhs of rupees in application fees. However, there are several costs at different stages of the process. The total amount depends mainly on the number of university applications, language tests, document requirements and the student's individual profile.
Student: I heard public universities in Germany have little or no tuition fee. Does that mean applying to Germany is also free?
The German Specialists: Not exactly. Tuition fees and application expenses are two different things. Even when a university has no general tuition fee, a student may still have expenses for APS verification, language tests, university applications, documentation and visa processing.
1a. APS Verification
For many Indian students planning higher studies in Germany, APS verification is an important part of the process.

The fee is generally non-refundable once paid.
APS verifies the authenticity of the student's Indian academic qualifications. Students should carefully check the applicable APS process and document requirements before submitting the application.
1b. dMAT Eligibility Test
dMAT – Digital Master Test is a new standardised academic aptitude test for Indian graduates applying for Master's programmes in Germany. It is being introduced as an additional part of the APS documentation process for selected applicants from Summer Semester 2027 onwards.dMAT is applicable for Engineering Commerce Accounting Finance Economics Business Management
APS Verification Fee
Importantly, the requirement is based primarily on the applicant's previous degree field.
The dMAT consists of a Core Module and a Subject Module. For the APS India introductory requirement, applicants take the General Academic Module. The test assesses cognitive, analytical, transfer and academic problem-solving skills rather than simple memorisation..
2. University Application Fees
The application cost depends on how the selected university accepts applications.
Some universities accept applications directly. Others use uni-assist for application evaluation.
First uni-assist Application
For the first chosen course of study in one semester.
Additional Applications
For each additional chosen course of study in the same semester.
Some universities may cover the uni-assist handling fee. In such cases, the application may be free for the student.
3. What If I Apply to 10 Universities?
This is where proper university shortlisting becomes important.
Suppose all ten selected courses are processed through uni-assist in the same semester.
First application: €75
9 additional applications × €30: €270
Total uni-assist handling fee: €345
However, the actual cost can be lower because not every university uses uni-assist and some universities may pay the handling fee.
Applying to 20 random universities is not necessarily a better strategy. A carefully selected list based on academic eligibility, course relevance and admission probability can save both money and time.
4. IELTS or Other Language Tests
Depending on the programme, students may need to prove English or German language proficiency.
The test cost depends on the examination selected and the test provider. Examples may include IELTS, TOEFL or recognised German language examinations.
Students should first check the exact language requirement of the selected programme before booking an examination.
5. Documents and Certification
Additional expenses may arise for:
- Academic transcripts
- University-issued documents
- Certified copies, where required
- Translation of documents, where applicable
- Courier or postal expenses
If the academic documents are already issued in English or German, translation expenses may not be necessary for many applications. Students must always follow the document requirements of the university or application platform.
6. Student Visa Fee

The Indian rupee amount is based on the applicable exchange rate. Additional external service provider charges may apply.
The visa processing fee is different from the blocked account requirement.
The blocked account is the student's own money kept for living expenses. It should not be confused with an application fee or visa fee.

There is no single fixed amount applicable to every student.

Do not mix the cost of applying with the money required to fund your studies and living expenses. APS, applications, tests and visa are process expenses. The blocked account is primarily your own living-expense money.

- Apply only to academically relevant programmes.
- Check whether the university accepts direct applications.
- Check the exact language requirement before booking a test.
- Prepare documents correctly to avoid repeated applications and delays.

The cheapest application is not always the best application. The goal is not to send the maximum number of applications. The goal is to send the right applications to the right programmes with the right documents.
